The majority of the services provided by this Department are in response to Court Orders or directives from the Michigan Department of Corrections.

Wayne County is a leader in juvenile justice reform. Our Juvenile Justice system exemplifies all the recommendations highlighted in national research on this topic.
Wayne County’s system is community based. Wayne County’s system begins with assessment and ensures treatment. Wayne County’s system is family focused and partners with Community Mental Health, the Prosecutor, the Court and other systems that are committed to serving children.
Similar strengths are present in adult services. Wayne County’s Community Corrections operation focuses on proper assessment, treatment, rehabilitation and re-entry services.
Our Case Differentiation (Review) Unit screens more than 12,000 individuals each year directing cases to Mental Health Court and Drug Court so that proper treatment can begin. These services as well as Alternative Workforce opportunities diminish the need for expensive jail beds, encourage community restitution and decrease recidivism.
The County’s STEP initiative is reaching record numbers of ex-offenders offering connections to educational and community services and, when applicable, assistance in expunging criminal records.
Wayne County operates a nationally recognized Juvenile Detention Facility (JDF) for youth who are awaiting trial or placement. Youngsters in this system are assessed and treated for medial, dental and mental health needs during their time at JDF.

To provide quality assessment, prevention, treatment, education, detention, and enforcement services to at-risk and adjudicated juveniles and adult offenders so they can lead law-abiding and productive lives.
The approaches employed by the department are provided in collaboration with other components of the justice system, the Michigan Department of Human Services, the Michigan Department of Corrections(MDOC), Michigan State University Cooperative Extension, and a variety of community based and faith based partners.
